Do we know yet if perks will be cross saved accross PC and PS4? I've done a search but so far have found little information.

I don't think we've gotten official word but I'm guessing that's a negative. The two version seem to be pretty separate since difficulties will be different between platforms and we know that there won't be any cross-platform play. It seems entirely possible for them to implement a linking feature where you punch in your account info, though that would require a central Killing Floor server to handle that, whereas currently I don't think one is planned.
